1 Who We Are

ElectionExpenditure.com ("we", "us", "our", "the Platform") is a privately owned and operated technology platform providing election expenditure compliance assistance tools to contesting candidates in Maharashtra Local Self Government elections.

We are not a government entity, not affiliated with the Election Commission of India (ECI), and not an official filing portal. We are an independent software company.

2 What Data We Collect

We collect only the data necessary to provide the service. Here is exactly what we collect and why:

We do not collect your Aadhaar number, PAN, or any government-issued ID unless you voluntarily enter it in a free-text field.

3 How We Use Your Data

Your data is used exclusively for the following purposes:

• Providing the service — generating Form 1, Form 2, Form 3, and Form 4 in Maharashtra State Election Commission (MSEC) format
• Account management — login, authentication, subscription management
• Customer support — responding to your queries and resolving issues
• Security — detecting fraud, unauthorised access, and abuse
• Legal compliance — complying with applicable Indian laws and court orders
• Service improvement — understanding how features are used to improve the platform (using aggregated, anonymised data only)

We will never use your election expenditure data for advertising, profiling, political targeting, or any commercial purpose beyond providing you the service.

4 Data Storage & Security

For the browser-based app (app.html): expenditure data entered in the app is stored in your browser's local storage on your own device. It does not leave your device unless you explicitly export it.

For registered accounts: data is stored on secure servers located in India, protected by:

• Encryption in transit (TLS/HTTPS)
• Encryption at rest (AES-256)
• Access controls limiting who can view your data
• Regular security audits

Despite our security measures, no system is 100% secure. We cannot guarantee absolute security of your data transmitted over the internet.

5 Third-Party Sharing

We do not sell, rent, trade, or share your personal data or election expenditure data with any third party, including:

• The Election Commission of India or any government body
• Political parties or candidates
• Advertisers or data brokers
• Research organisations

We may share data only in the following limited, necessary circumstances:

• Payment processors — your payment details are handled directly by our payment gateway (e.g., Razorpay/Cashfree). We receive only transaction confirmation, not your card or bank details.
• Legal requirement — if required by a valid court order, government authority, or applicable Indian law, we may be compelled to disclose data. We will notify you where legally permitted before doing so.
• Service providers — we may engage trusted technical service providers (e.g., cloud hosting, email services) under strict confidentiality agreements that prohibit them from using your data for any other purpose.

7 Your Rights Under the DPDP Act 2023

Under India's Digital Personal Data Protection Act 2023, you have the following rights as a Data Principal:

• Right to Access — request a summary of personal data we hold about you
• Right to Correction — request correction of inaccurate or incomplete personal data
• Right to Erasure — request deletion of your personal data (subject to legal retention obligations)
• Right to Grievance Redressal — raise a complaint with our Grievance Officer (see Section 11)
• Right to Nominate — nominate another individual to exercise rights on your behalf in case of death or incapacity

To exercise any of these rights, email us at contact@electionexpenditure.in with your registered email and the specific request. We will respond within 15 days as required by law.

8 Data Retention

We retain your data for the following periods:

• Active account data — retained for the duration of your subscription and 12 months thereafter
• Election expenditure records — retained for 3 years from the date of declaration of election result (to assist in any ECI scrutiny or account reconciliation meeting)
• Payment records — retained for 7 years as required under Indian tax and accounting laws
• Log files & security data — retained for 90 days

After the retention period, data is securely deleted or anonymised.

9 Children's Privacy

Our platform is intended for use by adults who are contesting candidates, election agents, or party officials. We do not knowingly collect personal data from individuals under the age of 18. If we become aware that a minor has provided personal data without parental consent, we will delete it promptly.

10 Changes to This Policy

We may update this Privacy Policy from time to time. When we do, we will update the "Last Updated" date at the top of this page. For material changes, we will notify registered users by email or via an in-app notice. Continued use of the Platform after changes constitutes acceptance of the revised Policy.
