ElectionExpenditure.com is a privately owned and operated digital platform. We are a private firm — NOT a government entity, quasi-government body, or statutory authority. Our platform is created by private individuals to simplify the process of election expenditure recordkeeping for candidates participating in Maharashtra's Local Self Government elections.

02 No Government Affiliation — This Is Critical

• Not affiliated with ECI: No connection to, not endorsed by, and not operating under the authority of the Election Commission of India.
• Not affiliated with MSEC: Not associated with, licensed by, or representing the Maharashtra State Election Commission in any capacity.
• Not a government portal: Using this platform does NOT constitute official submission of any document to any authority.
• Not legal advice: Nothing on this platform constitutes legal, electoral, or compliance advice.
• Rate lists are reference-only: District-wise rates are sourced from publicly available information. You must verify current rates with your District Election Officer before final submission.

03 Data Collection & Privacy

We collect your name, email, mobile number (for account management only), expenditure data you enter (to generate your forms), and anonymised usage data (to improve the platform). Payment processing is handled by Instamojo — we do not store card numbers or banking credentials.

04 No Data Transmission — Our Strongest Commitment

• We do NOT transmit your data to the Election Commission of India.
• We do NOT transmit your data to the Maharashtra State Election Commission.
• We do NOT transmit your data to any government body, department, or official.
• We do NOT sell, share, lease, or distribute your data to any third party for any purpose.
• We do NOT share your data with political parties, candidates, or campaign organisations.

You are solely responsible for printing, verifying, and submitting your completed forms to the Returning Officer within the prescribed deadline. We do not submit anything on your behalf. Ever.

05 Scope of Service

We provide: an online form-filling tool for election expenditure tracking; auto-generation of Form 1 (Funds Received), Form 2 (Expenditure Statement), Form 3 (Candidate Declaration), and Form 4 (Submission Cover); reference district-wise rate lists; real-time expenditure limit tracking; and PDF export for manual printing and submission.

Our service is an assistive technology tool only — not a substitute for official processes, legal compliance advice, or professional electoral guidance.

06 User Responsibility

• You are solely responsible for the accuracy, completeness, and truthfulness of all data entered.
• You must verify all rate lists and form requirements with your District Election Officer before final submission.
• You are responsible for submitting forms to the correct authority within the legally prescribed deadline.
• You must not use this platform to enter false, misleading, or fabricated election expenditure data.
• Any errors in your official submission arising from incorrect data you entered are entirely your responsibility.
• You will comply with all applicable laws including the Representation of the People Act, Maharashtra election laws, and MSEC guidelines.

07 Payment Terms

• Free Trial: Up to 3 expenditure entries, completely free of charge.
• Full Access: ₹999 + 18% GST (total ₹1,179) per candidate per election season. 60-day access from date of successful payment.
• Payment: Processed securely via Instamojo (UPI, card, net banking).
• Refunds: Generally non-refundable once full access is granted. Genuine technical failures on our part will be assessed case-by-case.
• Access Expiry: Data entered may not be accessible after the 60-day period unless access is renewed.

08 Limitation of Liability

We are not liable for: disqualification, legal action, or penalty arising from incorrect or delayed filing; errors in rate lists or form templates; loss of data due to system failure or access expiry; any indirect, incidental, or consequential damages. Our maximum aggregate liability in any case is limited to ₹999 (the base fee paid, excluding GST). The platform is provided on an "as-is" and "as-available" basis without warranties of any kind.

09 Intellectual Property

All design, code, content, and software on ElectionExpenditure.com are protected under Indian intellectual property laws. You may not copy, reproduce, reverse-engineer, or create derivative works from any part of the platform without express written permission. Official government form templates are used for reference and compliance assistance purposes only.

10 Governing Law & Jurisdiction

These Terms are governed by the laws of India, with specific reference to laws applicable in the State of Maharashtra. Any disputes shall be subject to the exclusive jurisdiction of competent courts in Maharashtra. Continued use after changes constitutes acceptance of revised Terms.
